London Breedlove, PsyD
Director of Professional Affairs & Policy
Dr. London Breedlove (they/them) is a licensed psychologist and serves as the Director of Professional Affairs and Policy at WSPA, where they lead advocacy, policy, legislative, and regulatory strategy, advise members on practice issues, and work to strengthen the psychology workforce and improve access to behavioral health care. London brings a deep understanding of the challenges psychologists face in practice and a passion for systemic change. Whether advancing legislation, shaping agency policy, or responding to practice concerns, their work is rooted in a commitment to equity, sustainability, and the collective strength of the profession.
Active in WSPA since 2018, Dr. Breedlove has served as Board Trustee, Board President, and Council Representative to the American Psychological Association. Their leadership has contributed to major advocacy victories, including expanded reimbursement for psychology trainees, stronger mental health parity enforcement, and sustainable payment reforms. In 2025, they received the Karl F. Heiser APA Presidential Award for Advocacy from the American Psychological Association.
Dr. Breedlove splits their time between Seattle and Leavenworth, Washington, where they live with their wife and a menagerie of animals. They enjoy running, forest hikes, and exploring mind-body-spirit approaches to healing and connection.
Emily McDowell
Executive Director
Emily is an experienced leader in association management with over 4 years of working with various nonprofit organizations. Her passion in growth, communication, and engagement reflects through strengthening community and executing goals. Emily’s creative thinking streamlines processes and builds structure, allowing for more connection with members and boards.
Emily received her bachelor’s from the University of New Hampshire in Program Management and Business Administration. She has found a purpose in strategic missions while providing support through collaboration. In her free time, she will most likely be found outside hiking or camping, reading a good book, or working on her next knitting project. She enjoys learning through experiences and plans to continue growing through adventures and creating strong relationships.
Mike Burgess
Lobbyist
